Its role in the wizarding world is documented exclusively in the events of 1926 as depicted in Fantastic Beasts and Where to Find Them (film). The building serves as the center of municipal government for the city's Muggle population. Architecturally, it is an imposing stone structure, reflecting early 20th-century American civic design. During the incident involving the Obscurus, the building and the surrounding area were heavily damaged before being magically repaired by MACUSA personnel (Fantastic Beasts and Where to Find Them).

The City Hall and the subway station beneath it serve as the location for the climactic confrontation of the Obscurial crisis in 1926. The key events that took place here include:
